Nusa Penida's New Levy in 2026: What a Day Trip Actually Costs

Nusa Penida now charges Rp25,000 per person for every attraction you visit. The levy came into force on 1 August 2026 under Klungkung Regional Regulation No. 4 of 2026, and it sits on top of the Rp150,000 Bali tourist levy and the existing island entrance fee. For two people doing a standard four-stop day trip, that is about Rp200,000 extra — roughly US$12.

Twelve dollars is not what caused the headlines. What caused the headlines is that most tour packages had already been sold as all-inclusive, so drivers are now collecting the money at the gate, in cash, from people who thought they had paid. One group of 47 travellers cancelled outright.

We run two villas in Padonan, forty-five minutes from Sanur harbour, and guests ask about Nusa Penida almost every week. So here is the honest version: what you actually pay in August 2026, where you pay it, and whether the day trip is still worth the 4am alarm.

What the new Nusa Penida levy actually is

Klungkung regency calls it One Gate One Destination. In practice it means every ticketed site on the island — Kelingking, Diamond Beach, Broken Beach, Angel's Billabong, Crystal Bay — collects Rp25,000 per person at its own gate. Visit four sites, pay four times. The regulation took effect on 1 August 2026 and ran through a public consultation period until 12 August, so specifics may still shift.

The confusing part is that this is a fourth charge, not a replacement for anything. Nusa Penida already has an island entrance fee of Rp25,000 per adult and Rp15,000 per child, collected at the harbour. The Rp150,000 provincial Bali tourist levy is separate again. And if you dive or snorkel inside the marine protected area, there is a conservation fee on top of that. Since 21 April 2026 the island entrance fee has moved to online e-ticketing, which helps a little — keep the QR code on your phone.

What a Nusa Penida day trip costs from Canggu in 2026

Real numbers, for two adults, from a villa in Canggu, doing four stops:

• Private car, Canggu to Sanur harbour and back: Rp500,000–700,000

• Return fast boat to Toyapakeh or Banjar Nyuh: Rp350,000–500,000 per person

• Island entrance fee: Rp25,000 per adult, Rp15,000 per child

• New per-attraction levy: Rp25,000 per person, per stop

• Car and driver on the island for the day: Rp700,000–900,000

• Lunch, water and the odd Rp10,000 parking man: Rp150,000 per person

All in, a couple should budget Rp2.6–3.4 million for the day — around US$160–210. The new levy is roughly 6% of that. It is the least expensive thing on the list and the only one anyone is talking about, which tells you something about how the change was communicated rather than how much it costs.

Why the tour operators are furious

The Klungkung branch of the hotel and restaurant association, PHRI, says cancellations started within days. Its chairman, I Putu Darmaya, made the point clearly: the objection is not the fee, it is being asked to pay more while the roads stay the same. Anyone who has done the drive from Toyapakeh to Diamond Beach in a minibus will understand the sentiment.

The tourism office's response was that the regulation passed through the legislature and will be implemented regardless, though feedback would be evaluated. Translation: expect the levy to stay, and expect the collection process to get smoother over the next few months rather than the price to drop.

Is Nusa Penida still worth it from Canggu?

Yes, with conditions. The view down onto Kelingking is one of the genuinely great coastal views in Southeast Asia, and photographs undersell it. But the day is long: leave Canggu at 6am, back by 7pm, and a meaningful chunk of that is spent on bad roads in a hot car. The descent to the beach at Kelingking is a forty-minute scramble down a cliff and a punishing hour back up. Most people take the photo and turn around.

How to do it without the friction

Carry cash in small notes. The gates want Rp50,000 and Rp20,000 notes and nobody has change at 9am. Budget an extra Rp300,000 in cash per couple and treat whatever is left over as lunch money.

Pick three stops, not five. The itineraries that sell four and five destinations are the ones now costing an unexpected Rp100,000 a head, and they are also the ones where you spend the day in a van. Kelingking, Broken Beach and Crystal Bay is a full, good day. Diamond Beach is on the opposite end of the island and effectively a separate trip.

Book the 7:30am boat out of Sanur and the 4:30pm back. From Padonan that means leaving at 6am, which sounds brutal until you are at Kelingking at 9:15 with the viewpoint half-empty. By 11am there is a queue for the railing.
